Child welfare services

Department of Health and Human Services. CWS investigates reports of suspected child abuse and neglect and intervenes with families who do not meet the minimum community standards of health and safety as required by law. CWS is dedicated to helping families achieve safety and stability, making sure children are protected from abusive and potentially harmful situations, and ensuring families in our system receive the services they need. What is the purpose of child welfare services?

Find information on assessing, developing, and evaluating adoption programs and services , recruiting adoptive families, preparing children and youth, supporting birth parents, obtaining and providing postadoption services , the impact of adoption, the adoption process, search and reunion, and more. While protection of the child is the goal, maintaining the family unit is emphasized whenever possible. Emergency response services are available hours a day, seven days a week. Functions include: adoption assistance, foster home licensing, placement assessment, and independent living guidance. A Staff Services Analyst in CWS oversees all related MOUs and contracts. DCF works toward establishing the permanency and well-being of children by providing supports and services to families at home when it is safe to do so. Existing law provides for services to abused and neglected children and their families.

In most cases, DCF is able to provide supports and services to keep children safe with parents or family members. When necessary, DCF provides foster care or finds new permanent families for children through kinship, guardianship or adoption. Reports will be kept confidential and callers may remain anonymous. The Division of Social Services (DSS) provides guidance and technical assistance to agencies that provide direct services that address issues of poverty, family violence and exploitation.


DSS promotes self-reliance and self-sufficiency and works to prevent abuse, neglect, dependency and exploitation of vulnerable individuals, children and their families.

CPS provides families a variety of services to strengthen families so children can stay safe at home with their parents.
