Fox Cities Home Repair Program We provide free home repair services and zero-interest loans for low-income homeowners in the following Wisconsin counties: Outagamie, Calumet, Waupaca and northern Winnebago. The Program Goal is to help provide safe and sound housing to households of low income, veterans, seniors and homeowners with special needs through loans for repairs or improvements. Click here for more information. Emergency Repair Program. The program provides home repairs to income eligible populations in the form of a grant. In order to qualify, households must have an income below Area Median Income (AMI).

Participants in the program must reside in Pierce County (outside the city limits of Tacoma, Lakewoo and Bonney Lake) and own their home.
